I'm moving and all my stuff is boxed up and half is in one town and
half in another but Iseem to remember Bel with a fish tail and all
rescuing Keichi when he fell in the ocean.

the undercover space pirate who initially disguised herself as a Wau

According to the "Tenchi Muyo! Entertainment/Secret Pot" special
hosted by two of the VAs (an extra on the 3rd OAV), this is a fringe
benefit of the nanomachine-based "bio-reinforcement" that gives all
the XT characters enhanced strength, lifespan, etc. (Those who aren't
already enhanced by affiliation with Jyurai Royal Trees, anyway.)

Not sure about this one:
In the Nuku Nuku OVA, the episode at the beach: Papa-san comes up with a
swimming attachment for Nuku Nuku so she can swim without sinking.
Did that have a mermaid tail for her? It seems to ring a bell, but it's
been too long since I last watched that and my memory's hazy.

I remember a chapter/episode where Belldandy _flies_ out to rescue Keiichi.
This is the scenario at the beach, where Urd comes up the fake story about
the 'Three Sisters' rocks.
When Skuld tries to drown Keiichi, Bell flies out and rescues him, then
carries him out to the three rocks.
But she didn't have a fish tail; she just flew.
Don't remember any episodes with her having a fish tail or anything mermaid
like, but I gave up on the manga and TV series a while ago.

I can recall Bell doing a rescue like that but not wil a tail. There was a
cover pic of her with a fish though.
Anyone remember Neptina from Marine Boy?
Oh, and ISTR one of the Dirty Pair OPs with a mermaid image in it.
