Depends on what you mean by "off-time". All music and dancing
done by humans is off-time....
DEFINITELY true for International style foxtrot, essentially
all of the time. I think they get marked down if they step
on the beat.

That is funny, "All music and dancing done by humans is off-time" what
a statement.
Most dancers work hard to keep time with the beat of music and express
the melody is what most dancers work to achieve. If you are dancing to
music and are not on time or have good timing, then what ever else you
do, does not matter. This is like saying, this food tastes good, but
not have any food so you an ascertain the flavor of something by
taking a little something into the mouth.
I agree about international dance events, and that is why we choose
not to compete in that venue years ago.
Can you imagine someone dancing to the timing of the music?
