I have an aluminum boom that's in great shape but too big for any
sails I currently use. Has anyone ever cut down a boom to use with
smaller sails? Boom in question is an NP 220-250, which I'd like to
hack down to maybe 200-230.

I have, worked great. Hacksaw, file, sandpaper, drill, takes about 40
minutes.
You shouldn't have an issue, unless you're getting down to where the
tail piece
extension moves into the curve of the boom tube.

I've chopped down a boom or two as well.
Just like above, make sure the tail piece isn't going to run into the
curve of the boom, otherwise you'll have to shorten your tail piece or
buy a shorter one.
It doesn't sound like you're cutting off a lot, so this may not be an
issue, but you also want to keep in mind that when you shorten the
boom, the angle at the tail section gets wider. This can cause the
tail piece to bind when you try to close up the boom all the way.
